¨The experience, expertise and judgment of key actors (politicians and expert consultants), which constitute intellectual capital constituted primarily of tacit knowledge, appears to be critical in both policy design and implementation. This is especially true in those situations where solid evidence (in the form of analytical products) is imperfect, limited or not easily accessible by actual decision makers (Grimshaw et al., 2003). The problem with the tacit knowledge of these actors is that it may be selective, outdated, and not necessarily consistent with current empirical evidence at all, especially when other sources of information (mostly anecdotic) are considered (because they are more abundant, accessible, or easier to transmit to relevant stakeholders).¨
